China’s Ministry of Agriculture and Rural Affairs issued a three-year plan to speed up the recovery of hog production.
Targets
Recovering production: to ensure a rally in hog herd by the end of this year, to guarantee basically stable supply in pork market during the New Year’s Day and Lunar New Year, as well as during the “two sessions”, and to ensure that the capacity can be recovered to a close-to-normal level in by the end of 2020 and to a normal level in 2021.
Balancing production and sales: to stabilize hog production in main regions including northeast in China, the?Huanghuaihai, and centre-south China, to keep self-sufficiency rate at around 70% in main sales regions in southeast coastal areas, and to balance production and sales in southwest and northwest.
Tasks
Implementing subsidies for the construction of large-scale pig farms;
Increasing subsidies for purchasing agricultural machinery;
Satisfying the demand for farming land;
Implementing financial support projects;
Increasing financial and insurance support;
Continuing to carry out pilot farms to establish standards for hog breeding;
Assisting small and medium farms to resume production;
Carrying out cleaning work in the forbidden breeding areas;
Promoting the reform of "delegating powers, supervising and high-effective service" in the environmental assessment in hog breeding;
Strengthening prevention and control of major animal diseases such as African swine fever;
Compacting main responsibility of epidemic prevention on farm household and farmers;
Standardizing the report of epidemic outbreaks;
Establishing a sound system for animal epidemic prevention;
Strengthening innocent treatment on sick and dead pigs;
Standardizing the development of pig slaughtering and processing enterprises;
Strengthening scientific and technological support and guidance services;
Promoting the connection between production and marketing.
Safeguards
Giving full play to China’s Ministry of Agriculture and Rural Affairs. The Ministry shall play as the competent role in stabilizing hog production and work with authoritative departments to promote and speed up the recovery of hog production.
Improving the mechanism for communicating and coordinating policy implementation. The Ministry has already worked with authoritative departments to set up an office for coordinating hog production.
Implementing the policy which requires the provincial level to take total responsibility and general requirements and mayors for shopping basket program to assume responsibility. Departments of Agriculture and Rural Affairs at all levels shall make efforts for the support of local governments to take concrete and effective measure in achieving the targets. Departments at all levels shall further refine tasks and targets to recover hog production in three years. The Ministry of Agriculture and Rural Affairs will together with authoritative departments to carry out supervision and report to the State Council and the public.
